Severe weather is creating a workforce management challenge for Philippine businesses, with disruptions affecting working hours, employee income, and payroll administration. AscentHR is urging employers to strengthen their HR and payroll infrastructure so changing schedules can be managed accurately, transparently, and in line with local requirements.
The recommendation follows Philippine Statistics Authority (PSA) data showing that average weekly hours worked dropped to 39.2 hours in August 2026 from 40.6 hours in July. Bad weather was cited as a primary reason for the decline. Reduced hours can affect employees’ take-home pay, while employers must account for variable shifts, overtime calculations, and statutory reporting across affected operating periods.
The PSA also reported that unemployment eased to 5.3% in August, while underemployment remained at 11.9%, or about 5.9 million employed Filipinos seeking more hours or secondary income. The figures underline the importance of managing disruptions in a way that protects pay accuracy and gives employers reliable information about workforce availability. The International Labour Organization has linked heat stress and extreme weather to lost working hours in tropical climate zones.
“Operational resilience isn’t just about disaster recovery, but it’s about having payroll and workforce technology agile enough to accommodate weather disruptions and seasonal hours without administrative drag,” said Subramanyam Sreenivasaiah, Founder and CEO of AscentHR. He emphasized automated shift tracking, flexible variable-pay tools, and real-time compliance safeguards to help businesses adjust while keeping employee compensation accurate and timely.

With fourth-quarter seasonal hiring ahead, AscentHR recommends assessing HR technology for flexible scheduling, localized compliance, and real-time data access. Its solutions include PowerPay and StoHRM, which integrate automation, cloud analytics, and localized compliance features for the Philippine market.
